Windows SmartScreen may display a warning or block the download when you save or run certain files. This is expected behavior for executable files that are new or infrequently downloaded — SmartScreen bases its warning on download reputation and frequency, not on whether a file is actually safe.
Why This Happens
SmartScreen assigns a reputation score to downloadable files based on how often they have been downloaded across Windows systems worldwide. A legitimate file from a small or specialized application will trigger this warning simply because it has not yet accumulated enough download history, even when it is safe and properly signed.

All executable files on this site are scanned for malware before release and are digitally signed using SSL.com code-signing certificates issued to David Cobb. The digital signature is applied after scanning to ensure integrity and traceability. You can verify the signature before running the file:
