Help file error "not supported" or "not included"

Vista and later versions of the Microsoft operating system do not include WinHelp32 program for opening help files. User receives an error opening Help in Windows-based programs message: "Feature not included" or "Help not supported".

To fix this problem, go to the KB917607 article at: https://support.microsoft.com/en-us/kb/917607, read the instructions, and install the WinHlp32.exe program for your operating system.
